Re: Complaint Against the RCMP, CPC File: 2014-2936, Your File: 29413

I write in response to your letter marked Protected “A” (whatever that means) dated April 13, 2015, which I received by mail after I faxed my April 14th letter to the Commissioner for Public Complaints Against the RCMP. A copy of my April 14th letter is attached for your reference.

There is a lot of delay here. I received the letter from the Chair of the Civilian Review and Complaints Commission, dated March 19th, post marked March 31st, and received by me on April 9, 2015, and it has now been a week since your letter was dated April 13th.

I have yet to be further contacted by you “in the near future” or to be kept “informed as to the status of the investigation” since the date of your letter nor have I received a satisfactory explanation for the ongoing delay of nearly 7 months in the “conclusion” of this RCMP investigation.

If you now want another statement from me, as you say for whatever reason, here it is.

  1. I am angry.

  1. The RCMP issued a ticket against me on September 27th for purported trespass on enclosed land that I have a better right to possession of than the owner of the adjacent strata lot, in proportional ownership, length of ownership, and in law.

  1. I gave advance notice that I would be using the property that the complainant was wrongfully purporting to possess for her own exclusive use and for over two decades those in control ignored my requests to act in compliance with statutory law or restore shared enjoyment and benefit of common property in proportion to unit entitlement.

  1. On September 27th I was exercising my constitutional right to protest against significant unfairness.

  1. Those in control, including the complainants, made false accusations and disparaging misrepresentations that were foreseeably misleading, and they have a history of such conduct.

  1. If a picture is worth a thousand words, the inherent conflicts of interest in the agency dilemma and oppression or control issues are obvious to a reasonable person, as is the unjust enrichment of those who take more than their share at the expense of others who thereby get less than they bargained for.

  1. Constable Anselmo disregarded my evidence and used his power to deny my property rights, do violence to my constitutional rights, undermine my credibility, saying he does not believe me, disparage my reputation, erroneously issuing a ticket for trespass, and after doing all of that he added insult to injury, saying “have a nice day”.

  1. Written records that are readily available in the public domain corroborate my material evidence and contradict the verbal misrepresentations provided to the police which are unsupported in fact, law, or the minutes and records of the strata corporation.

The extended length of time that the RCMP is taking for investigation of said evidence suggests that Constable Anselmo, or someone else in the RCMP, is reluctant to admit that the ticket was issued against me in error and is taking no responsibility for the known detriment of allowing it to continue standing against me for over six months, and is not prepared to apologize.

Be that as it may, the longer that the RCMP draws this out the greater the strain on my health, and accordingly, I request that any further inquiry be expedited so that I am in receipt of the final decision on this matter prior to May 15, 2015.

I would much rather live in peace with a reasonable sense of security for the remaining days of my life than have to keep defending myself against oppressive governance and unreasonable actions against me by the powers in control. I can’t sustain such an endless struggle.
